China to Impose Export Controls on Key Rare Earth Technologies

BEIJING, [9th,Oct,2025] – China's Ministry of Commerce announced it will implement export controls on specific technologies related to the rare earth industry. The decision, formalized in Announcement No. 62 of 2025, is set to take effect in the coming months.

According to the announcement, the controls will cover technologies for the preparation and processing of certain rare earth metals and alloys. The measure is described as being in line with national security interests and international obligations concerning the non-proliferation of sensitive technologies.

Rare earth elements are crucial components in the manufacturing of a wide range of high-tech products, including electric vehicles, consumer electronics, and defense systems. This move signifies China's intention to regulate the outflow of core technical expertise in this strategic sector.

Exporters seeking to ship the designated technologies overseas will now be required to obtain special licenses from the commerce authorities. The ministry stated that the policy aims to safeguard national security and promote the secure and stable development of global industrial and supply chains.
